The collection consists primarily of copies of Brine's letters, diaries, and photographs for the period when he worked for the Steamboat Inspection Service. They concern his life in Washington and his trips through Alaska. There are also copies of 464 photographs from an album concerning Brine's travels in Alaska. The photographs depict ships, towns and villages, and scenery.

The Steamboat Inspection Service was created by an Act of Congress on June 28, 1838 to help prevent explosions in steam boilers. The Bureau of Navigation was created by an act on July 5, 1884 under the Dept. of Treasury. A board of local inspectors of steam vessels was established April 21, 1898 to regulate commerce and navigation in Alaska. Wilson W. Brine was the clerk of the St. Michael Board of the U.S. Steamboat Inspection Service (1919-1926). He made annual trips from his office in Washington State to visit Nome and St. Michael, and traveled on the Yukon and Tanana Rivers to inspect steamboats and conduct accident investigations.
